Pros:
-He’s one of the more inexpensive premium characters
-His quests are in Spanish
-Earns 50% more than regular characters on all tasks
-Comes with a quest, and a secret that you can only uncover by playing his quest out.
Cons:
-Has few long outdoor tasks, and requires a lot of other buildings that you may not have to complete the longer indoor tasks (Library, Town Hall, Channel 6)
-No interaction with other characters
Final Thought: As a whole I’d say go for it, but not until you’ve progressed past level 20 in the game. Then most of the buildings will be unlocked for you to build.

In heights he can earn more Oscars for the (harder to make) pharmaceutical + tech devices it costs you, so if you avoid using non premium characters to earn Oscars you will do so at less resources cost – you need those tech devices and pharmaceuticals to upgrade heights
Likewise I use blue haired lawyer to earn advertisements, so as to use less yoga mats
It said he helps with heights but I don’t see how
Definitely worth getting now that he provides double the revenue of gold statues from the Springfield Heights Theatre (and with the 2.25% bonus for tennis courts at just 10 statues per court at the moment it’s worth building all you can get!)

He is a hoot! I love seeing him in his funny outdoor tasks going about my Springfield. (I wish his longer tasks weren’t all inside.) His weird Spanish makes us laugh. One of my absolute favorite characters!
