Hey there Hoppereenos.
Superheroes have hit our silly lil game. There is LOTS going on. So you are wondering just how exactly it all breaks down when it comes to you visiting your Neighbors/Friends and what happens when they visit you. No worries, we are here to help as usual.
First off, the basics. Both YOU and YOUR neighbor need to be in full swing of the Superheroes Event for this to go correctly. That means the Headquarters built….
…and you can see when you go to the main Neighbor screen that their Carbon Rod amount is MORE than zero.
You also want to make sure you have initiated the questline to the point it tells you to go visit Neighbors. This should start the Actions for you. This is in New Hero Rises Part 2.
That means they are in the Superheroes Event and most likely to have buildings to Report Criminals and Criminals to Capture. If they are NOT in the Event fully, it will limit what YOU can tap on and also cause issues of Vandalism (more info below).
So I suggest taking a look at your MAIN Neighbor screen first to make sure both of you are on the same page when visiting until they all finish updating. Until then, you could be wasting your visits.
Now on to the basics of visiting your neighbors…
HOW MANY ACTIONS IN NEIGHBORS?
The breakdown for this event is as follows…
90 Actions to Capture Criminals (about 30 Visits): 3 Criminals per town with a payout of 3 Carbon Rods per Criminal.
Unlimited Actions to Report Crimes: 3 Buildings per town with a payout of 1 Carbon Rod per Building. (I was able to keep going through all 100 of my neighbors. Add more to your town HERE).
Criminals will show up all over the town, including the Boardwalk if there are not many roads. 
Buildings and locations that are not already tapped but can be tapped will show the Red Telephone.
HOW CAN I GET MORE RODS?
If you purchase the Superior Squad Membership for 90 donuts, you will get double the payout on CRIMINALS ONLY. So 90 actions at 3 per Criminal turn into 6 per Criminal.
WHAT IF MY CRIMINALS ARE PAYING ONLY $$$ & XP?
If you are only seeing a payout of $$$ & XP or nothing at all when you tap a Criminal, it means you have already used up your 90 actions for the day and have to wait until your 24hrs resets. Or have not updated to New Hero Rises Part 2. Once it resets, you will be able to go back in and start over. Same for questline.
Best thing to do while hopping in n out of Neighbors, is just pay attention how many Captures and Reports you have left as you Visit. If it is ZERO, then you are done with your Actions for the day. 
So watch for both issues. Ran out of 90 Actions and NOT updated towns.
WHAT HAPPENS WHEN I TAP ON A BUILDING?
While you are visiting your Neighbors, you will see the Red Telephones on many buildings. Once tapped, the Radioactive Signal will show…
…and your Neighbor will be alerted that you have just Reported a Crime. (Alerted also with a LOUD siren if the Notifications and Volume is on. See more on this below. Lol.)
To add even MORE fun to the game, any animation the Building has that you tapped will come alive. This is a GREAT chance to get to see all those dormant ones in action again. So have fun tapping away and look for ones you may have not been able to see animation on in a while and bring them alive. Like the Guinea Pig Rescue or my fav… Bad Dream House.
WHAT ABOUT VANDALISM ON THE BUILDINGS?
This is where it is CRITICAL you make sure you Neighbor is updated.
If they are fully into the Event and collecting Carbon Rods, then you can tap on ANY building that has a Red Telephone on it and it will act just as a normal building tap. They will see the Spotlight on the Building in their town and can clear it for Carbon Rods. Vandalism will not happen.
If your Neighbor is NOT fully updated and NOT collection Carbon Rods, the tap on the Red Telephone on the Vandalism Buildings will result in them actually being Vandalized and seeing the Broom and graffiti on their end.
So if you both are updated, Vandalism will NOT be an issue this Event. 🙂
WHAT HAPPENS IN MY TOWN WHEN BUILDINGS ARE TAPPED?
Like mentioned above, YOU will be alerted that your Neighbor has Reported Crime in your town.
If your notifications are on, you will here a VERY VERY VERY LOUD SIREN go off. So I suggest to disable SFX Volume in your game as well as on YOUR device to avoid this sound. Lol.
For myself, I will show where in my Galaxy S4 it shows the options for Sound manipulation. Your device will vary.
First in My Device Sound there is a spot to change each kind of sound individually. 
There is also a short link direct from just selecting the Volume option here. 
Then I also have the pop up that comes up on any screen as I use the side button to manually turn my Volume up or down and see the Cog Wheel for settings. I shut it ALL down.
If you do not wish to receive the Notifications at all in your game alerting you via pop up, those can be turned off too as shown above in “Push Notifications” as well as in the App Settings on your device.
All of these should help to eliminate that Siren too if you do not want it screaming out at you.
WHAT DO I GET FOR CLEARING THE RADIOACTIVE SIGNAL?
Now the tricky part, the faster you respond to the Reported Crime the more payout you get from it. Here is what we found in our testing.
Start Payout: 4 Carbon Rods
-4hrs: 3 Carbon Rods
-4hrs: 2 Carbon Rods
-4hrs: 1 Carbon Rod
So as you can see, you will get MORE Carbon Rods the quicker you clear those Radioactive Signals off your Buildings. Every 4hrs you wait to clear it, the amount you get will drop.
DO I HAVE TO LEAVE MONEY ON MY BUILDINGS FOR MY NEIGHBORS TO TAP? 
No. The two are completely separate. Collect away. During this event you can continue to collect money from any building in your town. Your Neighbor will be able to tap regardless if there is $$ or not. The ONLY thing that will not allow them to tap is the Radioactive Signal on a Building. So clear those as fast as you can to leave places for them to tap.
There you have the basics of Visiting Neighbors and clearing their taps in your town.

As I say… it is an approximate. There is not SET time. Those were my results. EVERY 4 hrs it dropped 1 Rod from the payout… so… posted as I saw it in my game. No typo.
So starting at say…. 6AM 4 rods… 4 hrs later at 10AM 3 Rods… 4 hrs later at 2PM 2 Rods… 4hrs later at 6PM 1 Rod
So every 4 hrs you wait… a rod was lost on payout. Make sense now?

I’m having trouble tapping the criminals in my neighbour’s towns. When I tap them, they only stand up straight and I don’t get any carbon rods from then and so I can only tap on buildings to get them. Do you know why?

Nope. Ones you see are yours. They have nothing to do with the ones visitors see. Those are completely separate.
Hello my favorite Springfield crime fighters, I had a little question I’m beginning to understand the concept of all this and this might be repetitive and if it is I’m sorry I’ve looked through the literature but I didn’t see anything. When I woke up today I noticed that none of my buildings or houses were reset, the timer… you know as if somebody clicks on say Burns Manor and that’s what a day and 12 hours or whatever, now when they tap on it I get the radioactive sign, but I’m the only one that can reset the timer? If the last time I touched it was 3 hours ago and the timer was up four hours ago, then its just sitting there waiting for me to reset the building is that correct, my neighbors tapping on these only puts the Radioactive sign up, and does not reset the timer? I hope that makes sense. Thank you,

If you take a peek at this very post you are commenting on, you will see that your $$$ on buildings is NOT touched (it is up to you to clear it). So, no resets. 😉

So when I got back in my game its been 24 hours I’m not getting any friend points is any more, im at level 14 I got all the prizes, Stewart the duck was the last one is it is that correct? is that it? To answer your Question… 14 was the Last Friend Point Level we have got to date. More may come. Just like more Levels may come. Never know what EA has planned. 😉 On the plus side, MAX is a really really good thing… it means now as you tap through your neighbors a free donut here and there will pop up too. So go through ALL neighbors you have daily and tap every one each 24hr reset so you get those free sprinklies.

When you done collecting the 30 action with the robbers, just keep tappin them, you get donuts (if you finished with friend actions i guess) i just got 2! Yay!
The donuts can appear at any time, The first non-npc town I went to I got 1 donut off a criminal including the 3 rods.

I visited my neighbors this morning before I read this post, so now I’m left wondering if I accidentally vandalized everyone. :-/ When I went to my neighbors’ towns, I was able to click the red phones but I wasn’t able to click any criminals — at all (besides in Other Springfield, which I did to advance the quest line). Was I just too early or do I have a separate problem happening?
It is possible. For now, you can’t clear them until you are updated and also in a NEW 24 hr reset and have not used up your 90 daily Actions

Ah! This explains why I have been vandalized so much lately! There was an ice storm in my area that knocked out everyone’s power for days, and I was unable to play the game. 😔

I’m still getting visitors tapping my buildings without producing radioactive man symbol. Day 3 of event it’s a bit sad if they’re unintentionally missing the event.

Also, I haven’t checked any of my notifications in-game or on my device, but I have no idea what everyone is talking about in regards to the siren…whether my phone is on vibrate or ringer I never hear any type of siren, but I still get notifications…interesting…
I am only getting one rod per criminal tap. How come?
It’ll only come out as 1 Rod, but when you tap on it the value is 3 Rods. Just physically looks like 1
Ive been getting alarms from neighbors, yet i dont see any of the updates anymore…. the building menu went back to previous… ive been having homer throw pies for days now…

No, there’s no second download. Not quite sure what’s going on with your specific game. I honestly would suggest uninstalling and reinstalling TSTO to see if that helps straighten it out.

Thanks a lot folks, you’ve cleared up a couple of questions I had.
I’m loving this event but I can’t help thinking that it might get a bit much by the end. For it to run the best part of 5 weeks seems a little long. I’ll need to tone down my enthusiasm a bit because I can’t be on the game constantly for a whole month, I’ve got jobs to do!
Also having major connectivity issues. Reinstalled the game, now I only get the notification of Origin Unavailable. Anyone else? Help?
Because of the time they could have been doing server maintenance. Are you still having issues now?
That siren is ridiculous! Its far too loud compared to other notifications from other games I play (so can’t just turn down notification volume on my device or won’t hear others) and means that I’m also missing out on when characters are done with their tasks because I have to turn off push notifications. Really disappointed because the siren goes off and there is NOTHING different in my Springfield. Obviously I’m not far along in the quest enough to benefit from friend visits. Just get the stupid wailing siren every half an hour or so or miss out on tasks finishing. EA really screwed up with the siren volume. It is scary and left me shaking the first few times it went off. Perhaps they don’t expect people with anxiety problems to want to play the game… It used to be relaxing, now I’m left panicking that I’m missing stuff or jumping out of my skin.

You should be able to turn off TSTO notification sounds without turning off ALL notification sounds. Look in your device settings for where you can set notification options for individual applications. I was able to do it on my iPad (and, I think, on my Kindle Fire HD, too).
All my non active animation buildings are on the furthest upper right and upper left corner of my game. They are in a nice order but no one seems to tap those. I would love to the animation on those buildings come on, bad dream house, madem chow, any suggestions on how I can make that happen? Also, what is the limit of friends we can have. My account says I can not add any but I doubt I’m full. Thanks
Move them. Put them where your game opens and it’ll be first thing they see.
100 Origin max but watch pending requests. Clear them as they impact amount. Ones you sent and sent to you.
For me last night, I tapped phones and criminals, and I used up my 90 visits really quickly. Tonight when it rolls over I will try criminals only until my 90 are used up, then go back for the phones
Doesn’t work. I tried it.
You get to hit 90 criminals. Never more. Then it’s only cash.
But you can keep tapping phones across all your friends…
If you look at the top left bar, you’ll see 3/3 (or less if tapped already) for criminals and phones. Separately.
If you tap phones at the same time as you tap criminals, you can move through your friends list, faster.

Yep. 9am here in the UK and I can’t get into my game at all, constant Bart screen. Disappointing for it to start crashing so soon in this event.
Did you end up getting in? I got frustrated with waiting (while getting neighbor notifications) and un/reininstalled. Then I was golden!
I don’t know if this is right, for neighbors it seemed like if you tap all criminals first you lose the chance to collect from buildings. So I’ve been tapping phones then criminals.
By the way, great site. It really helps with knowing what to do. Keep up the great work!

I made a fool of myself this morning, mind you I was half asleep. I was at a friend’s town trying to tap a criminal, kept tapping, kept tapping and was trying to tap this one criminal for 10 minutes and it still wasn’t working. I managed to wake myself up a bit more and pay better attention. I realized I spent 10 minutes tapping Abraham Lincoln! :p

I’ve been getting one rod with clearings no matter how quick I go… It is nice to see el chemistri and the game store alive again among others. I have neighbors that freeze my game, any ideas as to why
Btw I want to keep right sided tasks… The multiple mini tasks are awesome
Their town is overloaded most likely. TOO Much going on and they probably can’t get in either.
If your building has a $ ready to be collected, will it still show a red phone for a visitor? I built some brown houses for people to tag, as I’m only level 24 atm, and wanted to provide visitors with enough buildings with red phone icons. However, I keep seeing all of my same buildings being tapped, not the brown houses. And the tapped buildings are all free of $ or “check” icons or whatever rewards.
The $ is independent of the Red Phones. Collect/don’t collect it doesn’t matter. Your neighbors will see phones as long as you’ve cleared the Radioactive sign from a building when it appears.
Have been having a very hard time tapping criminals in neighbors’ towns. Even if the neighbor is active in the event, the criminals don’t seem to respond to my tapping. Once it worked (one criminal) but I have tried many times since and had no success…anyone else experiencing this?
Here’s something that worked for other people…try tapping on Phones and see what it says to come back at. Some readers are reporting in minutes they can go back in a town and everything’s available to tap.
