What EA Said:

Having learned that a loophole in the tax code was allowing golf courses to pay property tax at a much lower rate than expected, Mayor Quimby closes it to put the pressure onto Springfield Glen. He uses the money this brings in to open a city-owned municipal course, the Springfield Municipal Golf Course, open to all citizens of Springfield. Springfield Glen responds by opening its course to anyone in the city, except those holding an elected position in the city. Meanwhile, Mr. Burns and Aristotle Amadopolis are locked in a stalemate over the Thursday tee time. Burns refuses to play but also refuses to give up his tee time, so Aristotle proposes a bet – they’ll play a round of golf. Winner gets the tee time, loser gives up their membership and never shows up to the club again. They agree to a best ball tournament, with each bringing a partner. Smithers immediately fakes an injury, not wanting to be possibly responsible for losing Mr. Burns’ membership, and is tasked with finding Mr. Burns a partner. So, he turns to the one man he can always count on to play the patsy in these situations – Homer Simpson.
