I didn’t see a comment that another reason to get this is to enable the “Relax on Stage” visual task to perform at the “Elementary Play Stage”. Same is true for Broccoli Ralph (able to perform). Otherwise performances at the stage just have Marge as an option.
I have tried every iteration of the above suggestions and nothing works for me.

I had the same problem. I stored the Whitewashed Fence and then Bart Sawyer Do Some Whitewashing task started.

I already had the whitewashed fence and the Bart whitewashing thing was giving me trouble as well; here’s what finally worked for me:
Store the fence
Go to the “Other Springfields” screen — I didn’t actually go into another springfield, just the screen for it.
Return to my Springfield
*LEAVE THE FENCE IN STORAGE* — every previous time I tried, I brought it back out thinking it was required for the job…
Now try and see if Bart can do the job… I was able to send him on it, so we’ll see if the rest of it works as well… I’m leaving the fence in storage till his quest line is done (afterwards, we’ll see if I can find a good place for it…)
Hope this helps someone else as well.

It finally started for me when I just left the “whitewashed fence” in storage and never bothered with anything else.
Thank you, Graham-S, for your help. But I didn’t storage the fence… I alredy had the fence when part 3 arrived…But, even so, the task “Make Bart Sawyer Do Some Whitewashing”just doesn’t come up… 😞
